You could argue that some characters like Peach and Jigglypuff encourage boring games when played optimally, but it's still miles better than Brawl or Smash 4. Melee, played to win, is fun, for almost the entire cast. There is no such thing as playing for fun and to win. It is the designers fault for making a poor game for competitive play. They are simply being competitive - using all the tools (the game's design) to acheive their goal (winning). It is not the player's fault for playing to win. Especially when this is true for most characters in the game, not just a small subset. It's the sign of a poor competitive game when playing to win involves boring play. So next time you see a Mega Man hitting you with Metal Blades and Charge Shots, it's not necessarily that we're trying to be obnoxious, it's that projectiles ARE Mega Man. There's no way to play Mega Man but to utilize a projectile-heavy game, and even then standing on the opposite side of the screen and tossing things is not ideal play for Mega Man. On top of that, due to the way Mega Man's basic jab and tilts work, it's impossible for him to play the up-close game as other characters, including even Duck Hunt, would be able to.
Roughly 50% of Mega Man's moves are projectiles, and over 50% are devoted to ranged combat.
